Four Changes Worth Your Attention
2026 has been the busiest year for WhatsApp Business since the Cloud API launched. Most of the news is about AI, but the changes most likely to affect your monthly bill and your CRM data are less flashy. This post covers four of them in order of impact:
- Meta Business Agent: Meta's own AI agent, built into WhatsApp, Instagram and Messenger.
- Token-based billing for AI replies from 1 August 2026.
- Charges for service and utility messages inside the customer service window from 1 October 2026.
- WhatsApp usernames and Business-Scoped User IDs (BSUIDs), which mean you may no longer get a customer's phone number.
Prices and dates below come from Meta's announcement and its developer pricing documentation at the time of writing. Meta updates both often, so check the current rate card before you budget.
1. Meta Business Agent: Meta's Own AI on Your Number
At its Conversations event in London on 3 June 2026, Meta launched the Meta Business Agent, an AI assistant built into WhatsApp and Messenger, with Instagram support in testing. According to Meta it can:
- answer questions specific to your business
- recommend products from your catalogue
- book appointments and qualify incoming leads
- close sales
- reply in the customer's language, using your tone
- hand the conversation to a team member at the points you choose
Meta says more than one million businesses already use it. Small businesses can switch it on from the WhatsApp Business app without writing code. Meta is also testing a "morning briefing" that summarises chats from overnight.
For larger companies, Meta launched the Meta Business Agent Platform on 1 July 2026. It lets enterprises customise the agent and connect it to hundreds of systems, including Shopify and Zendesk, so it can take actions as well as answer questions.
What this means for you
AI first replies on WhatsApp are now standard. Customers will expect an instant answer at 11 PM, and many of your competitors can now give one. What hasn't changed is that the AI is only one part of the system. Someone still has to:
- take over when the agent is unsure
- see the full history when a customer comes back three weeks later
- move a qualified lead through a pipeline
- follow up when the customer goes quiet
That is the job of your CRM and team inbox. The AI is the front desk, not the whole business.
2. AI Replies Are Now Billed Per Token
From 1 August 2026, Meta charges for Business Agent messages per token, at $2.00 per million tokens. That is one global rate covering both the AI processing and the message delivery. Meta's documentation puts a typical reply at roughly 20,000 to 25,000 tokens, or about 4 to 5 US cents per message. Simple answers cost less and complex ones cost more.
Some details that matter:
- Each non-template message is billed either as a Business Agent message or as a service message, never both.
- Inside the 72-hour free entry point window (for example after a click-to-WhatsApp ad), marketing templates stay free to deliver, but Business Agent tokens are still charged.
- Business Agent messages are always charged, including inside the 24-hour customer service window.
Meta also says that in the coming months the agent will move to paid subscription plans for businesses of every size.
What this means for you
Before switching it on, do some simple maths. If your AI handles 5,000 replies a month at around 4 to 5 cents each, that is roughly $200 to $250 a month for AI replies alone. That can be good value if it replaces after-hours staffing. If most of your questions are simple ("what are your hours?", "where is my order?"), a quick-reply button or a flow-based bot usually answers them for less. Use AI where the question is genuinely open-ended.
3. Service and Utility Messages Are No Longer Free (From 1 October 2026)
This is the change most businesses will notice on their invoice. Since July 2025, utility templates sent inside an open customer service window were free, and service replies were not charged. From 1 October 2026, Meta charges per message for:
- service messages: free-form replies inside the 24-hour customer service window, whether a human or a third-party AI sends them
- utility messages sent inside that window
Rates vary by market, so check Meta's current rate card for your customers' countries.
What this means for you
Every message now has a cost, so wasted messages are wasted money. Three habits help:
- Resolve in fewer messages. A clear answer with one button beats three back-and-forth texts.
- Stop double replies. When two agents answer the same customer from different phones, you pay twice and look disorganised. A shared inbox with assignment prevents this.
- Track cost per resolved conversation, not just response time. That number will tell you whether a new bot or workflow is actually saving money.
4. Usernames and BSUIDs: You Might Not Get the Phone Number
WhatsApp is introducing usernames in 2026. Customers will be able to message a business using a username, without sharing their phone number. To make that work, Meta assigns every customer a Business-Scoped User ID (BSUID). It is unique to each pair of business portfolio and user, and starts with a country code, for example US.13491208655302741918. BSUIDs began appearing in Cloud API webhooks in 2026. When a customer contacts you through a username, the BSUID may be the only identifier you receive.
Alongside this, Meta is adding business search, so people can find a business by typing its name into the WhatsApp search bar.
What this means for your CRM
Most WhatsApp CRMs, spreadsheets and integrations treat the phone number as the customer's ID. Once usernames are live, that assumption breaks:
- Contacts may arrive with a BSUID and no phone number.
- Matching WhatsApp chats to your existing customer records by phone number will miss some customers.
- Integrations that send phone numbers to your e-commerce, billing or delivery systems need a fallback.
