WhatsApp Embedded Signup Not Working? 9 Causes and Fixes

The Meta Embedded Signup popup blocked, closing, looping or returning no WABA or Phone Number ID? Nine causes and the fix for each.

Quick Answer

Embedded Signup is the Meta popup that creates a WhatsApp Business Account, registers your number and verifies it by OTP. When it fails, the cause is almost always one of these: the popup is blocked, you are not an admin of the business portfolio, the number is still on the WhatsApp app, third-party cookies or tracking protection interrupt Facebook login, or the flow finished without returning the IDs. Work through the list below in order.

Last checked October 2026. Meta renames menus and changes review rules often, so treat the steps as the path, and confirm the exact wording on screen against Meta's documentation.

The 9 Common Causes

1. The popup is blocked

Browsers block popups opened by scripts. Allow popups for the site you are connecting from, then click the button again. If a window briefly appears and vanishes, this is almost certainly the reason.

2. Facebook login is interrupted by cookie or tracker blocking

Strict tracking protection, private windows and some extensions break the login handshake. Retry in a normal window with extensions disabled, or in another browser. Make sure you are signed in to the right Facebook profile first.

3. You are not an admin of the business portfolio

Creating or attaching a WhatsApp Business Account needs sufficient permission in the portfolio. Ask an admin to complete the flow or to give you full control. See also the verification guide, which has the same requirement.

4. The phone number is still active on WhatsApp

A number in use on the regular WhatsApp app or the WhatsApp Business app generally cannot be registered to the API. Delete the account on the phone first, or choose an onboarding path that supports running both if it is available for your country. Details in the number and OTP guide.

5. The OTP never arrives

Choose the voice call option, check the number is able to receive SMS or calls, and wait before requesting again. Repeated attempts trigger a cool-down.

6. The business portfolio is restricted

A restricted portfolio can block creating new assets. Clear the restriction through Meta's appeal route first.

7. The flow completes, but no WABA ID or Phone Number ID comes back

Sometimes the popup is closed before Meta posts the result back to the page, or a script blocker swallows the message. The account may actually exist. Check WhatsApp accounts in your business settings, copy the IDs using this guide, and enter them manually in Tenreply's connect screen. Tenreply tells you when Meta returned only part of the data so you can fill the gap.

8. The webhook was never subscribed

Connecting is two jobs: creating the account, and subscribing it to receive messages. A connection that stops after the first looks connected but delivers nothing. Tenreply runs the subscription step for you; if inbound messages are missing, follow the webhook fix.

9. The display name is rejected

The connection can succeed while the name waits for review or fails it. That does not stop setup, but it affects limits. See display name rejected.

A Clean Retry Checklist

  1. Use a normal browser window, popups allowed, extensions off.
  2. Log in to the Facebook profile that is an admin of the right portfolio.
  3. Make sure the number is free of the WhatsApp app and can receive an OTP.
  4. Run the flow once, to the end, without closing the popup.
  5. Send a test message from a personal phone to the connected number and confirm it appears in the inbox.

If You Need the Manual Route

You can connect with credentials instead: the WABA ID, Phone Number ID and a permanent system-user token. Get the IDs from this guide and generate the token with the system user token guide.

Frequently Asked Questions

Why does the Embedded Signup popup close by itself?

Usually a popup or cookie blocker, or an unexpected login redirect. Retry in a normal window with blockers off.

Can I use Embedded Signup with a number already on the WhatsApp Business app?

Often not directly. Some onboarding paths allow the app and the API to coexist. Check what Meta offers for your country and account when the popup asks.

Do I need a developer account?

Not when you connect through a platform that handles Embedded Signup.

Is Embedded Signup safe?

It uses Meta's official permission screens. Tenreply never sees your Facebook password and you can revoke access from your business settings. See security.

Try Embedded Signup With a Guided Fallback

Tenreply uses Embedded Signup first and gives you a manual route when Meta cannot return everything. Get started and connect your number.
