Quick Answer: Where Is Your Meta Integration Stuck?
Almost every Meta integration problem falls into one of five layers: the business (verification, restrictions), the WhatsApp account (WABA, phone number, display name), the credentials (IDs, tokens, permissions), the delivery path (webhooks, error codes) or the other channels (Instagram, Messenger). Find your symptom in the table below, open the matching fix, and fix the lowest layer first. A problem at the business layer will break everything above it.
Last checked October 2026. Meta renames menus and changes review rules often, so treat the steps as the path, and confirm the exact wording on screen against Meta's documentation.

The Meta Terms That Cause Most of the Confusion
Most "it doesn't work" problems start with mixing up two similar-sounding things. This is the short glossary, with the full explanations linked.
- Business portfolio (previously "Business Manager"): the top-level container for your pages, WhatsApp accounts, ad accounts and people. Business Verification applies here.
- WABA (WhatsApp Business Account): lives inside the portfolio. It owns your phone numbers, templates and messaging limits. Its ID is the WABA ID.
- Phone Number ID: a long numeric ID for one number inside the WABA. It is not your phone number. See where to find each ID.
- Access token: the credential that lets software send messages for you. A temporary token expires in hours; a system user token can be permanent. See the token guide.
- BSP, Solution Partner, Tech Provider: the three kinds of company that help businesses use the API. They are not the same thing, and you do not need to be one. See the comparison.
- Webhook: how Meta delivers incoming messages to your software. If it is not subscribed, you can send but not receive.
Meta Changes That Affect Your Setup: A 2026 Timeline
Several 2026 changes explain why guides written a year ago no longer match what you see. Dates below come from Meta's announcements, covered in more detail in our Meta WhatsApp Business updates 2026 post.
| Date | Change | Why it matters for your integration |
|---|---|---|
| 3 June 2026 | Meta Business Agent announced for WhatsApp and Messenger, Instagram in testing | Meta's own AI can now answer on your number. Decide whether it, your own bot or a human answers first. |
| 1 July 2026 | Meta Business Agent Platform launched for enterprises | Larger teams can connect the agent to their systems. |
| 1 August 2026 | Per-token billing for Business Agent replies | AI replies are billed per token (Meta's current published rate per Meta's documentation), separately from templates. |
| 1 October 2026 | Charges for service messages and utility messages inside the customer service window | Your cost model changes. Re-run it in the pricing calculator. |
| Rolling out | WhatsApp usernames and Business-Scoped User IDs (BSUIDs) | You may not always receive a customer's phone number. Your CRM should not depend on it. |
Tenreply's own timeline lives on the changelog (what shipped) and the roadmap (what is next).
A Setup Order That Avoids Most Problems
- Create or locate your business portfolio and make sure the person onboarding is an admin.
- Start Business Verification early. It is the slowest step and the one you cannot rush. See the verification guide.
- Free the phone number. It must not be active on the regular WhatsApp or WhatsApp Business app (unless you are using an onboarding path that supports running both; check availability for your country).
- Connect through Embedded Signup so Meta creates the WABA and registers the number. Fall back to manual credentials only if needed.
- Confirm the webhook is subscribed by sending yourself a test message and watching it arrive.
- Create and approve a template before you plan any outbound campaign. Check it in the template previewer first.
- Add Instagram and Messenger once WhatsApp is stable, so you only debug one channel at a time.
What About Meta's AI?
Two different things are called "Meta AI" in business conversations. Meta Business Agent is the assistant a business switches on to answer customers on its own number. The consumer Meta AI assistant is separate and lives in a person's own chats. If you only want your team's replies to be AI-assisted, Tenreply's shared inbox offers AI reply suggestions that a human approves, while flows and automation handle the repeatable questions. Pick one first responder per channel so customers never get two different answers.
Frequently Asked Questions
Do I need Meta Business Verification to use the WhatsApp API?
You can start without it, but unverified accounts have a low initial limit on how many unique customers you can message each day, and some features need verification. Verify early if you plan to scale.
Do I need to be a Solution Partner or Tech Provider?
No. A business can connect its own WhatsApp Business Account through a platform such as Tenreply without holding any partner status itself. Partner programmes are for companies that build or resell messaging services.
What is the difference between the WABA ID and the Phone Number ID?
The WABA ID identifies your WhatsApp Business Account. The Phone Number ID identifies one number inside it. Software needs both, and neither is the same as the digits you dial.
Why do my messages send but I receive nothing?
Almost always the webhook: the account is not subscribed to your app, or the app is still in development mode. See the webhook fix.
Can I connect Instagram and Messenger as well as WhatsApp?
Yes. Tenreply puts WhatsApp, Instagram DMs, Facebook Messenger and website chat into one shared inbox. Instagram needs a professional account and Messenger needs a Page you administer.
Is there a cost estimator for Meta's charges?
Yes, the WhatsApp API pricing calculator is a free tool that needs no signup.
Skip the Setup Maze
If you would rather not debug Meta's dashboards, connect in a few clicks and keep this guide for the edge cases.
- Connect your number in Tenreply: Meta's Embedded Signup walks you through the WhatsApp Business Account, the number and the OTP in one popup, and Tenreply subscribes the webhook for you. If Meta does not return the IDs, enter them by hand on the same screen.
- WhatsApp API pricing calculator: estimate Meta's charges before you scale.
- Template message previewer: check how a template renders before you submit it.
- Security, changelog and roadmap: what is live today and what is coming.
